Michelle Skoor

Michelle Skoor is the founder of MWS Consulting, dedicated to advancing workforce and economic development initiatives across the United States. With a deep commitment to building a more representative and resilient workforce, Michelle specializes in designing and executing strategies in both public and private sectors to drive meaningful, scalable change.

Currently, Michelle leads Community Partnerships with the Tech Talent Project, helping technologists transition into impactful public service roles across federal, state, and local governments while also supporting agencies in modernizing their efforts to attract, hire, and retain modern technical talent. 

For the past two years, Michelle has supported efforts to establish and scale apprenticeship programs across California and provided leadership guidance to expand AI training initiatives that connect higher education institutions and employers—preparing the next generation of workers for emerging AI-driven roles. In a prior role, Michelle led the successful training of over 5,000 registered apprentices, creating pathways into high-wage, high-growth technology careers.
