Amira Choueiki Boland

Amira Choueiki Boland is the Chief of Staff at New America’s New Practice Lab, a research and design lab focused on family economic security for all Americans, working at the nexus of policy making and service delivery.
Prior to New America, Boland was the lead for Federal Customer Experience (CX) at the Office of Management and Budget (OMB) in the Executive Office of the President. Boland received the 2024 Samuel J. Heyman Service to America Award for Management Excellence, the premier awards program recognizing Federal civil servants, for her work pioneering policies of the United States to improve customer experience and public service delivery.
She was the chief architect of President Biden's Executive Order on Customer Experience, and established the team responsible for driving Federal CX efforts, including designing a cross-agency "Life Experience" framework that has been built upon by other Organization for Economic Co-operation and Development (OECD) countries.
Boland joined the Federal government in 2015 as a founding member of the White House Social and Behavioral Sciences Team. Following the Obama Administration, Boland worked to institutionalize the social and behavioral sciences team as the Deputy Director of the Office of Evaluation Sciences at the General Services Administration, a team that works across government to build the capacity of civil servants to embed evaluations, and randomized controlled trials whenever possible, into their program delivery.
Boland is an Adjunct Lecturer at Georgetown University's McCourt School of Public Policy, a Fellow at the Harvard Kennedy School, a proud mom of two, and a ramblin' wreck from Georgia Tech.
