In many developing countries, special economic zones and international arbitration give multinational firms and elites access to high-quality legal institutions, while ordinary citizens and small businesses remain dependent on weak public courts and agencies. Professor Allen will work with partners in Uganda and across Africa to help design frameworks that strengthen, rather than substitute for, public institutions.
