Frank A. Wolak is the Holbrook Working Professor of Commodity Price Studies in the Economics Department, Director of the Program on Energy and Sustainable Development (PESD) and Co-Director of the Natural Gas Initiative (NGI) at Stanford University. His research and teaching focuses on design, performance, and monitoring of retail and wholesale energy and environmental markets. He is a former Chair of the Market Surveillance Committee (MSC) of the California Independent System Operator (CAISO). In this capacity, he testified numerous times at the Federal Energy Regulatory Commission (FERC), and at various Committees of the U.S. Senate and House of Representatives on issues relating to retail and wholesale electricity market design and performance. A former member of the Emissions Market Advisory Committee (EMAC) for California’s Market for Greenhouse Gas Emissions allowances, Wolak also advised the California Air Resources Board on the design and monitoring of the state’s cap-and-trade market for emissions allowances.
